Water, Sanitation and Hygiene – WASH Manager

Key Responsibilities and Accountabilities
  • Develop a program plan, ensure its smooth implementation, and manage the team’s performance of project tasks and activities that may include, but are not limited to:
  • Construction or rehabilitation of boreholes, wells, water networks, or gravity flow systems.
  • Implementation of latrines or other sanitation facilities.
  • Hygiene promotion and education.
  • Creation and training of management structures.
  • Water treatment.
  • Water trucking and emergency water supply.
  • Water provision for irrigation.
  • Carrying out assessments and post-implementation monitoring.
  • Geophysical analysis.
  • Capacity building of partners.
  • Monitoring of sub-contractor work.
  • Ensure appropriate design, construction, and implementation of WASH hardware according to technical standards, as well as proper maintenance and use of WASH equipment.
  • Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.
  • Manage the program budget through the passing of timely orders, the preparation of monthly forecasts, and the monitoring of expenditure.
  • Track the progress of activities, ensure the collecting of program indicators and provide on-time internal status reports and external donor reports.
  • Identify and monitor risks, constraints, or escalating issues, and inform the hierarchy accordingly.
  • Ensure that all data and information is updated, well organized, and easily accessible; and that lessons learned and best practices are capitalized.
  • Represent OBI externally and collaborate/coordinate with local authorities, counterparts, partners and stakeholders.
  • Analyze and report on the evolving humanitarian needs and provide clear recommendations for interventions.
  • Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.
  • Participate in the development of new proposals and the OBI annual country strategy.
  • May assist with carrying out required reporting documentation, including but not limited to ALFRESCO.
  • Perform any other duty as assigned by the Country Director
Job Qualifications

• College graduate with Engineering background (preferably with experience as WATSAN coordinator but not necessary).
• Adequate mechanical and technical knowledge and experience in well drilling projects and toilet projects
• Excellent management and organizational skills
• Knowledgeable in community organizing
• Ability to lead, manage and motivate staff
• Excellent analytical and decision-making skills
• Excellent oral and written communication and presentation skills
• Ability to network at various levels
• Excellent people skills
• Ability to travel for extended periods and adapt to field working condition
• Knows how to drive and possess driver’s license 1,2 and 3 (preferably but not necessary)

Key Responsibilities and Accountabilities
  • Develop contents for email blast and social media platforms.
  • Write feature stories for offline and online publications.
  • Edit stories for syntax, grammar and format.
  • Submit 2-3 feature stories per week.
  • Submit articles for press release per activity.
  • Collaborate with technical writer for reports and testimonies and project updates to include in the feature stories.
  • Help develop and nurture a pool of volunteer photographers and writers.
  • Join the project teams for social media coverage and for gathering stories.
  • Help recruit volunteers for project documentation
Job Qualifications
  • Bachelor’s degree, preferably in Mass Communication, Creative Writing, Development Communication, or equivalent work experience
  • Skills or experience in marketing, advertising, and fundraising
  • Experience in other media (print, TV, radio) an advantage

Key Responsibilities and Accountabilities
  • Responsible for coming up with a realistic and effective resource development strategy and appropriate programs
  • Ensures effective implementation of approved resource development programs and activities.
  • Identifies, recommends, and pursues opportunities for partnership development and networking, and cultivates relationships with existing and potential CORPORATE partners
  • Helps develop, recommends and implements an effective system for responding to the needs of and enhancing relationships with donors, and periodically reviews systems to ensure maximization of resources and output
  • Works closely with the CCRD Manager and the other members of the team to assess the effectiveness of programs and projects, and makes appropriate recommendations
  • Ensures responsible representation of the organization at all times
  • Helps ensure sound financial administration through responsible budget planning and management and compliance with financial policies and procedures
  • Ensures prompt and adequate processing of donations
  • Prepares regular and special donor reports

Job Qualifications

  • Experience in resource development work for an NGO/NPO an advantage
  • Working knowledge of resource development practices and procedures
  • Understanding of biblical principles of fund raising
  • Understanding of basic principles of TV production an advantage

  • Sound English proficiency skills; knowledge of other languages and dialects an advantage

        Data Protection Officer (DPO)

        Key Responsibilities and Accountabilities
        • Ensures and monitors the compliance of Operation Blessing Foundation (OBF) with the Data Protection Act (DPA) of 2012, its Implementing Rules and Regulations (IRR), issuances by the National Privacy Commission, and other applicable laws and policies
        • Develops, review and/or revise policies, guidelines, projects, and/or programs of the foundation relating to privacy and data protection. Proactively conduct audits to ensure compliance and address potential issues.
        • Conducts Privacy Impact Assessments (PIA) relative to activities, measures, projects, programs, or systems of the company.
        • Collects information to identify the company’s processing operations, activities, measures, projects, programs, or systems and maintain a record thereof.
        • Devise training plans and provide data protection advice and support for the foundation.
        • Informs and cultivates awareness on privacy and data protection within the foundation, including all relevant laws, rules and regulations and issuances of the NPC;
        • Acts as the primary point of contact within the organization for staffs, donors, partners, and any third-party contractors, etc. on issues related to data protection.
        • Ensures proper data breach and security incident management by the company including the preparation and submission to the NPC of reports and other documentation concerning security incidents or data breaches within the prescribed period.
        • Advise the foundation regarding complaints and/or the exercise by clients of their rights (e.g., requests for information, clarifications, rectification, or deletion of personal data)
        • Perform other duties and tasks that may be assigned by the foundation that will further the interest of data privacy and security and uphold the rights of the data subjects.
        Job Qualifications

              Company Driver

              Key Responsibilities and Accountabilities
              • Drives company vehicles to transport passengers and/or cargo to desired locations.
              • Conducts weekly monitoring and checking of all vehicles condition.
              • Responsible in keeping, updating maintenance records of all vehicles.
              • Responsible for monitoring and timely renewal of registration and insurance.
              • Ensures that vehicles have a copy OR, CR, vehicle insurance and passes from MMDA and etc qualifications.
              • Picks up passengers and/or cargo at pre-arranged locations.
              • Responsible for the proper maintenance of office vehicles such as regulating tire pressures and adding gasoline, oil and water.
              • Ensures that the vehicle has a fire extinguisher and emergency kit/ tools.
              • Tests vehicle equipment such as lights, breaks and horns, to ensure safety on the road prior to departure from office premises.
              • Ensures that the vehicles are car washed and in the full tank after use.
              • Accomplishes vehicle checklist and mileages after each trip.
              • Follows regulations governing vehicle operations and traffic rules/regulations.
              • Ensures the weekly driving schedules including those for an emergency are properly coordinated with the immediate supervisor and requesting departments,
              • Arranges for vehicle repairs when needed.
              • Canvasses and secures quotations for vehicle repairs.
              • Notifies the immediate supervisor for any vehicle problems and incidents.
              • Accomplishes and file accident reports when necessary.
              • Performs other duties as may be required from time to time.

              Secondary Responsibilities (if there is)
              1. May assist in the renewal of company property insurance and other regulatory requirement (yearly)
              2. Does errands like processing of business permit renewal and other local regulatory requirement (yearly)
              3. Attends coordination meeting with Outreach and other departments and relays to stay informed of the tasks at hand and be prepared for the travel itinerary

              Job Qualifications
              • Must possess driver’s license 123. At least second-year college.
              • Two (2) years driving experience with an excellent driving record or any equivalent combination of education, training and experience which provides the requisites knowledge, skills, and abilities.
              • Ability to read, understand and carry out oral and written instructions.
